2 Virginia lawmakers want to halt Appalachian Power rate hikes for 2 yrs. Appalachian Power confirms it's raised rates 42% in the last 3 yrs. Democratic Delegate Sam Rasoul tells ABC-13 the proposed bill is bipartisan.....Preview: Republican Delegate Chris Obbenshain is also onboard. Their bill would pause Appalachian Power rate hikes for 2 yrs starting July 1st. The bill has to pass both the House and Senate before going to the governor for approval.

Over 100 water main breaks in Henrico Co. are still causing water shortages. It started with a Richmond power outage earlier this month causing a water system malfunction. Frigid temps and frozen pipes making it worse. The county public utilities department is using imported workers to get the water crisis fixed.
