(wrap) - The problem is staffing. Advocates say staff shortages at the Bon Air Youth Prison cause other problems like longer sentences and more in-cell detention. This advocate telling a recent Juvenile Justice Board meeting.....Preview: An independent review also found staff shortages leading to employee fatigue, unsafe conditions, and lack of supervision.
