The county released its after-action report yesterday on last month's outage. According to the report, delays in critical communication from Richmond made Hanover's response more difficult. Richmond is blamed for a lack of clarity that impacted Hanover's ability to plan and communicate restoration efforts effectively. Also, the report finds the system was not designed to fully compensate for a prolonged loss of Richmond's water supply. County officials say they'll take immediate action to strengthen its water system and emergency response planning.
