The state senate failed to act yesterday on a proposal to repeal changes to the Military Survivors and Dependents Education Program. A measure advanced by the Senate Finance Committee was held up by a rule requiring a 48-hour notice period for bills affecting the state budget. The House of Delegates passed a bill to roll back the changes last week. Governor Youngkin issued a statement threatening a special session if House and Senate lawmakers don't return to Richmond next week to finish work on the bill.
