(Rocky Mount, VA) -- An impasse is being reported in Rocky Mount over where to place a proposed monument to Black troops in the Civil War. Thomas Cage with more.

In a majority vote, city council approved placing the new monument in the Veterans Memorial Park, which sits on the outskirts of the city. The statue will honor 70 Franklin County Black soldiers who fought with the Union Army during the Civil War. The controversy comes after 5 of the 11 people casting votes for the obelisk's new location during a county commission meeting voted against the Veterans Park and then three commissioners resigned after the vote. The Cardinal News reports no immediate reason for those resignations was given. As well, many who voted against the Veterans Park location say the new monument doesn't match the aesthetic of the park.
