SCRIPT:  
The disagreement centers on Youngkin's efforts to cut $300 million from the budget, including funding to lift a cap on support for school staff. Despite some wins for the governor, such as continued pass-through entity tax workaround for small businesses, many of his proposed amendments were rejected by the legislature. Inside Nova Dot Com reports that Lawmakers accepted amendments related to probation reform, right-to-contraception, unconscious bias training for medical licenses, and regulation of pharmacy benefits managers.
