The council voted seven-to-one last night to approve the development certificate for the proposed casino near Harbor Park. The one council member who voted no said she did so because she was concerned about indoor smoking at the casino. The casino has been planned for several years but was delayed after billionaire Jon Yarbrough pulled out of the deal. Developers hope to break ground for the casino early next year.
