The Headwaters Resort and Casino project is scheduled to go before Norfolk leaders next week after years of delays. The development was originally backed by voters in 2020, but the Pamunkey Indian Tribe and city have yet to make any progress. The tribe is planning to invest at least 500-thousand dollars to build a gaming floor, restaurants, a hotel and other amenities on the banks of the Elizabeth River near Harbor Park. Under state law, the casino must be up and running by November of 2025... otherwise it will miss its window. Norfolk's Architectural Review Board is expected to discuss the project on Monday.
