The issue came to a vote after the Pamunkey Tribe announced recently that Boyd would take a majority stake in the ownership. WAVY-TV reports that Councilwoman Andria McClellan was the lone "no" vote. The Las Vegas-based company is one of the largest gaming operators in the U.S. The casino in the Harbor Park area could be done by 2027.
