The policy follows an Executive Order issued by Governor Youngkin in July with the request to develop guidelines for keeping cellphones out of Virginia's K through 12 public schools. The policy defines cellphone free education as "bell-to-bell," meaning phones should be turned off and stored away from the start of the day until the school day ends. That includes in between classes and at lunch. It's recommended that the phones aren't kept on the student's person, but each school division is responsible for determining where phones should be stored. The DOE says schools are expected to adopt the policy by January 1, 2025.
