Brown University, Internews, and Press Forward, used unusual factors like the number of people who do not speak English at home and the percentage of teens between 16 and 19 years old not working or enrolled in school to try and determine the civic health of communities. The Cardinal News reports that, based on the index, Falls Church and Loudoun County ranked as the healthiest communities in terms of civic health, while three counties in Southwest Virginia rank as the least healthy. The four categories measured were titled News and Information, Civic Participation, Equity and Justice, and Health and Opportunity. Learn more at civic info index dot org.
