(Norfolk, VA) -- A former Norfolk cop has been ordered to pay a hefty fine for a 2021 illegal arrest. Stephanie DeLuca reports.Preview: Voicer Script:
A judge ordered Norfolk Police Officer Mormando to pay 20-thousand dollars to a plaintiff who claims Mormando and another officer violated his constitutional rights. The plaintiff claims the two officers responded to a domestic disturbance call at his home in August of 2021. He says the two officer began arguing with the plaintiff making the situation worse. The plaintiff claims he was then handcuffed, and had his head slammed against the floor. The officers then took him to a hospital and stranded him there. An investigation later determined Mormando's actions violated police policy and procedure.
