(Washington, DC) -- Crews are resuming recovery efforts today following Wednesday night's plane crash near Washington, DC. Democratic Senator Tim Kaine of Virginia, where Reagan National Airport is located, says the airport's air traffic control tower is understaffed, and one controller was handling both helicopter and plane traffic.Preview: Kaine says it will take a while for the NTSB to conclude its investigation, but if it releases preliminary recommendations, he and his colleagues in Congress can act on them. NTSB investigators say two black box data recorders have been recovered from the American Airlines regional jet that collided with a military helicopter before both crashed into the Potomac River.
