The order, served to city officials, requires them to show cause why the dilapidated Martinsville Municipal Building should not be repaired. The deteriorating state of the building, including leaks, mold, and other hazards, has prompted emergency closures and relocation of court proceedings. Circuit Judge Carter Greer requested the chief justice of the Supreme Court of Virginia to appoint a judge to preside over the matter. The code section referenced by Greer mandates that if court facilities are deemed insecure or in disrepair, a judge from a remote circuit will be assigned to assess the situation. The city council must appoint a panel to review and recommend necessary repairs, with costs to be borne by the city.
