Governor Glenn Youngkin made the declaration on Tuesday, telling Virginians and visitors to get prepared. Debby is expected to bring strong winds and flooding across the Commonwealth, potentially affecting roadways and causing power outages. The emergency order will allow the state to mobilize more resources toward response and recovery efforts.
