A report issued by the Virginia Department of Social Services shows that only 23-percent of eligible state households are receiving assistance from the agency's Energy Assistance Program. Moreover, the assistance offered only covers 29-percent of the energy costs in those households. The state has had to return several million dollars in federal funding in recent years, and lawmakers are now trying to expand the application period for the program beyond the current one-month window in October.
