Despite facing what she calls dangerous conditions, the unidentified woman says her son has learned his rights and helps other kids in need. VPM reports the state's Commission on Youth has called for an independent review of systemic issues at Virginia's largest and only youth correctional facility, including low staffing levels and lack of access to education and mental health treatment. Some experts suggest reducing the youth population at the facility, reevaluating length of stay guidelines, and investing in community-based programs for effective rehabilitation.
