Mayor Danny Avula announced yesterday he's resetting the P-card program. Starting May 9th, the number of P-cards will be reduced by over 80 percent. Also, the only allowable purchases will be those where public health, safety and critical services would be disrupted if not allowed. The purchase would also be allowed if no other payment method exists. The new rules will be in effect for no more than 90 days. Avula says we'll take the next few steps to reassess, retool and reboot the program in an effective way that really serves Richmonders.
