Deputy Secretary of Defense Kathleen Hicks pointed out that Russia reopened hundreds of Soviet-era military sites in the Arctic and China has announced plans to to build a “Polar Silk Road” for trade. The new report suggests climate change makes the updated Artic Strategy necessary to remain competitive and safe from those wishing harm to America. In response, Beijing criticized Washington's negative portrayal of China-Russia cooperation in the Arctic, stating that China's activities in the region comply with international law and promote peace and stability. The Chinese Foreign Ministry spokesperson emphasized China's commitment to cooperation with all interested parties in the Arctic and adherence to principles of mutual respect and win-win cooperation.
