The Richmond City Council's Finance and Economic Development Standing Committee recommend city council approve the tax yesterday at a meeting. The proposed ordinance would levy a five cent tax on every bag given to consumers by grocery stores, convenience stores and drug stores in the city. Exemptions would be made on reusable plastic bags, disposable bags that would be used to avoid food contamination, bags used for dry cleaning, prescription medication, and garbage or pet waste. City council is set to review the ordinance during its next meeting next week.
