Governor Youngkin issued the declaration yesterday due to the possibility of strong winds, heavy rains and flooding due to Tropical Storm Debby. The declaration also triggers Virginia's anti-price gouging law, which prevents suppliers from charging unreasonable prices for goods during a state of emergency. Anyone impacted by price gouging over the next 30 days is being asked to call the attorney general's office to report it.
