A three-judge panel has certified state Senator John McGuire as the winner of Virginia's Fifth District Republican congressional primary. Congressman Bob Good requested and paid for a recount of the votes made in the June primary, which saw McGuire win by 374 votes. The recount did not change the overall result, with Good closing the gap by just four votes. McGuire will face Democratic candidate Gloria Witt in the November election.
