U.S. District Court Judge John Gibney, Junior announced Wednesday that he was dismissing a lawsuit filed by a Richmond native convicted of malicious wounding. The judge ruled that Youngkin's approach is legal, even if it lacks transparency and the appearance of fairness. Youngkin changed the state's policy following his election, requiring a case-by-case review that has resulted in fewer people having their rights restored.
