Democratic Senator Stella Pekarsky proposed Senate Bill 1404 which would require all school boards in Virginia to be elected, affecting 12 localities with appointed boards including Lynchburg, Martinsville, and Roanoke. While the bill aims to give control to the people, the Cardinal News reports concerns arise from some about whether voters will choose to elect diverse representatives in areas where minority adults are outnumbered. It is unclear if the bill will impact minority representation.
