Richmond Public Schools are requiring clear backpacks this year for its 22-thousand students. Henrico County students will need to scan and wear photo IDs throughout their day, including to ride the bus and enter school, and also pass through weapons scanners. And Hanover students will need to be cell phone free for their entire school day. This summer Gov.
