Gov. Glenn Youngkin wants to use $120 million in surplus funds from an old college savings plan to help fund the Virginia Military Survivors & Dependents Education Program tuition waivers. Lawmakers initially removed this funding from the budget draft but Youngkin added it back in through the amendment process. The surplus funds, totaling over $1 billion, have been the subject of debate on how to allocate them, with options including supporting low-income students or returning funds to policyholders.
