The suit was brought on by a resident who thought the city broke laws by using a third-party vendor to issue fines to speeders. A judge ruled the city which had claimed sovereign immunity protection was operating under its governmental right when it put up the cameras to catch speeders in school and construction zones. The plaintiff, an Isle of Wight County resident, said he will likely appeal the decision.
