The city council yesterday approved Mayor Levar Stoney's Richmond Freeze Program. It means residents that are 65 or older or permanently disabled won't see their taxes go up. The council also approved the Gap Grant Pilot Program. It allows those who spend more than 30 percent of their income on housing to get up to 200 dollars a month from the city for six months.
