Henrico County released a report yesterday done by Aqua Law. It found Richmond Public Utility officials weren't being completely honest with Henrico officials about how big the problem was last month. Problems first started to appear before 7:00 a.m.in Richmond, but Aqua Law President Chris Pomeroy says the severity of the problem wasn't apparent to Henrico officials until about seven hours later. He says Richmond officials underestimated how long it would take to restore water, and the estimates they kept giving were almost always wrong. Richmond officials tell CBS 6 the city's independent report will be released this week.
