The City of Richmond's water reservoir is nearly full after filling up overnight, with the water level reaching 17 feet out of its 18-foot capacity. Eight zones at the water treatment plant have been restored, but residents are urged to conserve water to build up system-wide pressure.
Once the last zone reaches its needed levels, The next phase involves system-wide testing.
