The city of Richmond is considering adding a tax on disposable plastic bags.Preview: American flags have been placed near headstones at Arlington National Cemetery ahead of the Memorial Day holiday. Soldiers from the Third U.S. Infantry Regiment took part in the "Flags In" event at the cemetery yesterday. More than 260-thousand small flags were put into place a boot-length away from each headstone. Arlington National began the tradition in 1948.
