A new pilot program is aiming to change the habits of Virginia drivers.Preview: The Alexandria Health Department is issuing a warning after a raccoon tested positive for rabies this week. The agency says a dog made contact with a raccoon along a trail in the Dora Kelley Nature Park on Sunday. Testing showed that the raccoon was rabid and officials say the dog has been confined for safety. It was the second time a raccoon tested positive for rabies in October.
