Flags are being lowered around Virginia today to honor a former state Supreme Court justice. Governor Youngkin ordered flags on public buildings to half-staff following the death of Lawrence L. Koontz, Junior. The 85-year-old died Sunday in Salem. He spent more than five decades as a judge, including 16 years as an active state Supreme Court justice and 13 years as a senior justice. He is also credited with helping to found the Virginia Court of Appeals, serving as its second chief justice.
