Tolls on bridges in Portsmouth are going up and drivers are not happy. The report lists Richmond's rate between 104 and 129 for 2023. The report lists fentanyl as the most common substance causing the overdoses. They say the drug was involved in more than 76-percent of all overdose deaths. Other cities with high rates of overdose deaths include Petersburg and Hopewell.
