Virginia officials say the state's low-income heating assistance program isn't helping as many people as it could. A report issued by the Virginia Department of Social Services shows that only 23-percent of eligible state households are receiving assistance from the agency's Energy Assistance Program. Moreover, the assistance offered only covers 29-percent of the energy costs in those households. The state has had to return several million dollars in federal funding in recent years, and lawmakers are now trying to expand the application period for the program beyond the current one-month window in October.

Loudoun County Animal Services is trying to find new homes for dozens of rabbits. The agency says more than 40 rabbits were brought to the shelter recently by an owner who initially began with just three rabbits. A spokesperson says the fast rate of rabbit reproduction is an important reminder that all pets should be spayed or neutered. The shelter is offering an "adopt one, get one free" special to help quickly find new homes for the rabbits.
