Governor Youngkin joins lawmakers in wanting to help children in the commonwealth avoid going into foster care when possible. He signed two bipartisan bills in Hanover County and created the Parental Child Safety Placement Program. The program allows local Departments of Social Services to facilitate agreements between a child's biological parents and a relative or close family friend to care for the child instead of placing them in foster care. WRIC reports whomever will take guardianship of the at-risk child must first be screened and approved by both the parents and social workers. Approved kinship caregivers will then gain access to financial aid and support services. After the 90 day arrangement, an evaluation will determine the best interest of the child.
A Suffolk rapper has died from what authorities are calling an accidental shooting. 17-year-old Raleigh Freeman The Third was found by his mother and rushed to Norfolk General Hospital where he was pronounced dead. Freeman was known on social media as rapper Rylo Huncho. The investigation into his death continues and his funeral is set for Friday.

Matoaca [[ mah-toke-ah ]] High School held its graduation ceremony on Monday, but the school's name was misspelled on the diplomas. One student says it's a little absurd, and people aren't happy, especially parents. A school district spokesperson tells 12 On Your Side, new diplomas with the correct spelling have been ordered.
