Democratic leaders are already saying no to some of Governor Youngkin's legislative priorities. The governor gave his final State of the Commonwealth speech to a joint session of the General Assembly yesterday. Youngkin outlined his desire for more tax relief and well as additional spending for education, including scholarships to let more students attend private schools. Democratic House Speaker Don Scott said any proposal to cut the car tax is unlikely to pass during the session. Senate Finance Committee Chair Louise Lucas also plans to oppose any measure that would use taxpayer dollars for private school vouchers.  
 
 
Henrico County officials says completion of a new reservior could help avoid future water issues like the one the city saw last week.

Virginia Democratic Senator Tim Kaine will be making a statement with his choice of guest at the upcoming State of the Union speech. Kaine has invited Elizabeth Carr, the first person born in the United States by in vitro fertilization. Carr was born in Norfolk in 1981. Kaine is the co-sponsor of a measure to protect in vitro fertilization in the U.S. He introduced that bill after the Alabama Supreme Court ruled last year that frozen embryos were unborn children.
