A man is in custody for a murder committed in southwest Virginia more than 20 years ago. Authorities began investigating in April of 2003 after Richard Palmer's body was found in Roanoke. Investigators later determined that his body was moved after he was killed at his home in Floyd County. Floyd County's Commonwealth's Attorney obtained indictments for an unidentified suspect in the case earlier this week. More information about the investigation will be revealed at a press conference scheduled for this afternoon at the Floyd County Courthouse.

Virginia lawmakers could ban plastic bags at grocery store checkouts. Chesterfield Democratic Delegate Michael Jones is the primary sponsor of a bill designed to encourage the use of reusable shopping bags. Some disposable plastic bags would be exempt from the measure, including produce and bakery bags and bags used to wrap meats. Stores could be fined up to 500 dollars if found in violation. The bill has not moved forward since it was assigned to a House subcommittee last week.

Henrico County is taking steps to make sure residents are prepared for the cold. A Winter Emergency Preparedness Event was held yesterday at the Fairfield Area Library. About two dozen people learned how to stay warm and within their budget. Supply kits were passed out, too. The kit included blankets, hats, gloves and a flashlight.
