A local NAACP official is questioning the priorities of the Richmond City Council. The council recently voted to spend two million dollars on a new animal shelter. Richmond NAACP Housing Chair Tracey Hardney-Scott wonders why that money isn't going to support families with nowhere to go. She tells CBS 6 she's especially concerned after a shelter that serves men and veterans recently announced it was closing.  
 
 
The Chesapeake Police Department is now accepting applications for police officer trainees, with the age requirement lowered to 19-½. This change allows candidates to graduate from the police academy and become sworn officers before their 21st birthday. Police Chief Mark Solesky tells WAVY applicants must meet all other qualifications, including passing a physical ability test and background check. City crews remind residents that leaves should not be blown onto the street as they can clog storm drains, leading to street flooding and hazards for drivers. Street sweepers are not designed to pick up large piles of leaves, but WAVY reports some localities offer special leaf vacuum trucks for collection. The City of Norfolk recommends composting leaves, using them as mulch, or bagging them for yard waste collection. Jumping into a giant pile of leaves is also a fun option before disposal.
