Instead of a large tax cut, Democrats in the General Assembly want to give Virginians a one-time tax rebate. Democrats unveiled their budget plan yesterday, proposing a 200-dollar rebate for individuals and a 400-dollar rebate for joint filers. They also want to raise the state's standard tax deduction, though not as much as suggested by Governor Glenn Youngkin. The Democrats' plan also proposes a one-thousand-dollar bonus for Virginia teachers. The governor released a statement last night thanking Democrats for their work and saying he would review the proposal.

A Richmond business is on the road to recovery after a fire. World Foreign Car Service on Three Chopt Road was destroyed in a fire last week. Owner Sam Haboush [[ha-BOOSH]] plans to rebuild, though. Today, he'll reopen at a temporary location at the Exxon on Grove Ave. Haboush says he looks forward to rebuilding and returning to the original location as soon as possible.  
 
 
Communities around the country are opting in for the Blue Envelope Program. Officials say the goal is to enhance safety, understanding, and communication between law enforcement officers and autistic drivers. They're asking drivers with autism to pick up a Blue Envelope, which serves as a place to put their vehicle information and has a step-by-step guide for those drivers to refer to in the event they are pulled over by an officer.
