Richmond is releasing more information on the water outage. The city yesterday released the Draft After-Action Assessment from HNTB. The city hired HNTB to do an independent in-depth investigation into January's outage. Preliminary findings were released last month. According to the new report, there was a staffing problem when the power went out at the city's water treatment plant. Also, the water treatment plant was operating in Winter Mode, which only relies on a single power source. Plus, an automatic transfer switch failed to activate when the main power feed also failed. The city says a final comprehensive report will follow by the end of the month.  
 
 
Washington, DC's attorney general is dropping a lawsuit against groups like the Proud Boys and the Oath Keepers. The lawsuit was filed in 2021 and sought millions of dollars in damages for the January 6th riot at the U.S. Capitol building. The Attorney General's Office now says the city is unlikely to recover much money and the resources dedicated to the lawsuit can be better used elsewhere.  
 
 
A Democratic bill to increase the buildout of smaller solar projects in Virginia passed the House and Senate and now waits for Governor Glenn Youngkin's signature. The bill increases support for smaller solar resources, such as rooftop installations, from 1% to 5% by 2028 and allow for discretion in the future.
