Old Dominion University's 15th annual Life in Hampton Roads survey revealed that a majority of residents believe the region's quality of life and economy have declined in recent years.Preview: The DC public school system is the target of a federal civil rights complaint. A Virginia-based group called Parents Defending Education filed the complaint with the U.S. Department of Education yesterday. The group claims an "Empowerment Club" approved by DCPS focuses on girls who identify as "Black, African, African-American, biracial or part of the African diaspora." The complaint says the group violates Title Six of the Civil Rights Act because it receives federal funding while discriminating against other races.
