President Biden issued pre-emptive Presidential Pardons for Democrat Elaine Luria of Virginia, 6 other liberal lawmakers, and two Republicans that investigated January 6th as well as the police officers who testified before leaving office.  
 
 
A Chesterfield County doctor is facing criminal charges. Gohar Abbasi was arrested last week for abuse and neglect of a vulnerable adult with bodily injury or disease. The charges relate to the care Timothy Holton received after getting hit by a car in November. Holton was allowed to sign himself out of the Colonial Heights Rehabilitation and Nursing Center two weeks ago. A friend says Holton should not have been allowed to sign himself out because he was declared mentally incompetent. According to court documents, Abbasi thought Holton was of sound mind and body, but he never physically saw Holton to make that determination. Abbasi's lawyer tells 8News his client maintains his innocence. He's due in court in March.  
 
 
Richmond is taking steps to get to the bottom of the recent water outage. The city announced yesterday it has hired a firm to conduct an independent after-action report. HNTB Corporation is an infrastructure development firm based in Virginia. Mayor Danny Avula says he's committed to having a thorough investigation. There's no word on when the report will be done.
