A former USPS mail carrier is being charged with felony theft of mail. Kiesha Brown of Norfolk, Virginia was investigated by the Office of the Inspector General when reports of mail and checks went missing. Undercover cameras allegedly caught Brown stuffing mail into her jacket and doing drugs. She pleaded guilty and is scheduled to be sentenced April 23rd.  
 
 
Three organizations created a measurement tool called the Civic Information Index, which assesses the civic health of communities based on 21 data points. Thomas Cage with more.

More snow appears to be on the way. The National Weather Service has issued a Winter Storm Watch from tomorrow morning through Wednesday morning. Heavy snow and mixed precipitation are possible with total snow accumulations between three and five inches. The NWS says to plan on slippery road conditions impacting tomorrow evening's commute.  
 
 
Virginians are being encouraged to take in this year's Great Backyard Bird Count. The annual event takes place Friday through Monday. Bird lovers are asked to write down all the birds they see during any 15-minute period during those four days. They can then upload their results using the eBird mobile app. The Virginia State Parks system is also holding several bird counting events this weekend. More information is available on the state parks website or at bird-count-dot-org.
