A new policy in Henrico County schools is designed to keep students more engaged. That's what HCPS high school education director Dr. Thomas Ferrell says about the new cell phone policy. Teachers in high school and middle school will be able to require students to store their phones in a pouch or container while in class. Ferrell hopes fewer distractions will lead to a higher level of learning. He tells 12 On Your Side he wants students to be more focused on classroom instruction and understand there's a proper time and place for using cell phones.  
 
 
A Richmond man is part of an effort to make sure trips to the beach are safer. Ed Quigley is still dealing with injuries he suffered nine years ago when he was impaled in the eye with a flying beach umbrella. He needed surgery, and he says he still struggles with depth perception and has lost his taste and smell. His experience isn't as rare as you might think. The Consumer Product Safety Commission estimates three thousand people a year are hurt by beach umbrellas. Quigley helped the CPSC come up with new safety standards. Testing has ensured the umbrellas will be safe even in winds up to 30 miles an hour. Quigley tells 12 On Your Side hopefully with full knowledge out in the marketplace and by consumers, people will be safe at the beach.  
 
 
Anglers in Virginia are now being allowed to fish again in Shenandoah National Park. Richard Stelling reports.
