Investigators say a deadly Tuesday shooting at a gym in Reston was not a random act. Police believe 43-year-old Steve Ha deliberately targeted the victim, now identified as 31-year-old Hyung Joon Choi. Police are still unsure if the two men knew each other, though witnesses have said that they were working out in the same area before the shooting. Ha has been charged with second-degree murder and will be back in court next week.  
 
 
The federal government will help fund improvements at almost two dozen schools in Richmond. Superintendent Jason Kamras announced yesterday the district is getting 15 million dollars for upgrades at 22 Title One schools. John Marshall High School is getting work done on its courtyard. A storm pipe is getting fixed at Reid Elementary School, and the slab is being poured at Richmond High School for the Arts. The biggest project, though, may be replacing the HVAC units. Kamras tells CBS 6 the climate is changing, and the need for great AC systems is increasing every single day.  
 
 
In other education news, homeschooling remains popular in western parts of Virginia.
