Police say the body pulled from a well earlier this week near a church in Bracey was that of a man who went missing last month. Police have identified the victim as 21-year-old Graham Norris Horne. He was last seen on August 15th when the faith-based group he was traveling with stopped at Simmons Truck Stop in Bracey. Police say Horne walked away from the group after getting into an argument with some of the people. His body was recovered on Monday from a well near St. Stephen Church. Investigators say it's not known how Horne ended up in the well.

However, the Texas republican says some states still struggle to implement these protocols.
