The governor of Virginia has signed an executive order aimed at improving the process for permits and licenses. Gov. Youngkin announced the order Friday, saying time spent waiting for an approval is time that could be spent building houses, teaching students, or doing other productive activities. Executive Order 39 will direct state agencies on ways to improve their processes. Virginia agencies issue more than 400-thousand permits, licenses, registrations and other forms every year with more than 600 different types of approvals. The state also processes nearly 3 million driver's and gaming licenses annually.

Rocio Rivera reports.Preview: A real estate developer who is a former University of Virginia and NFL player has been indicted on federal embezzlement charges. Christopher A. Harrison was charged last week for allegedly using millions of dollars in bank loans to create fraudulent companies. He then is alleged to have doctored and inflated invoices to disburse millions in loan proceeds to himself. Harrison has been charged with wire and mail fraud, engaging in monetary transactions with criminally derived property, and aggravated identiy theft.
