Many residents spent the weekend without power and are still evaluating the damage left behind after Hurricane Helene hit the Shenandoah Valley. Liz Kennedy with more.

A flood watch has been issued for parts of Richmond as the remnants of Helene move through the area. More rain and storms are expected to develop this afternoon into this evening. The flood watch has been issued through 8 p.m. tonight. Much of Virginia was impacted by Helene as it hit the area over the weekend. A state of emergency for Virginia has been approved by President Biden which will allow federal funds to aid the state as it recovers. The sun is expected back on Thursday through the weekend.  
 
Police in Virginia have arrested a school bus aide for abusing children with disabilities. Rocio Rivera has details.
