The City of Norfolk says it will be permanently closing a parking lot for a new casino. The city says Harbor Park Lot D will be closed beginning today for Amtrak passengers in order to accommodate the casino project. They're advising travelers to make alternate arrangements with parking being available in Lot E. The city says the project will bring more than 500 jobs to the region and generate more than $30 million in local tax revenue annually. The casino is expected to be finished in September of 2027.  
 
Drivers need to be ready for possible delays in downtown Herndon. A water main break has shut down Monroe Street between Elden and Van Buren streets and DPW crews are expected to be working on repairs all day and into this evening.  
The water main burst shortly before 7:00 this morning.
